Capability Statement

Company Background and Experience

Roof Access WA has been a certified Kattsafe (formerly Sayfa) installer since 2011, specialising in the supply, installation and maintenance of Kattsafe roof access, fall-arrest and height-safety systems. Our extensive experience with Kattsafe products provides a strong technical understanding of compliant roof access and fall-protection solutions across a range of commercial and institutional facilities.

Construction Industry Experience

As the principal I have more than 40 years of experience in the construction industry. Key project experience includes management roles with John Holland on the Jindalee Over-the-Horizon Radar Project in the early 1990s, followed by project engineering roles on major resource sites, including Alcoa's Efficiency Upgrade and Worsley Alumina's Central Control Buildings during the mid-2000s.

Between 2010 and 2016, while working with the Department of Finance, the principal was responsible for the re-roofing of eight government schools throughout the Southwest region of Western Australia.

For a good portion of this 30-year period I also operated as a registered commercial builder, undertaking a broad range of construction and building-related works.

Standards & Compliance

Roof Access WA understands the requirements and application of AS 1891, AS 1657, and the WA Work Health and Safety Code of Practice – Managing the Risk of Falls at Workplaces.

These standards and regulatory requirements address different but complementary aspects of workplace safety and compliance. Australian Standards establish the technical requirements and performance expectations for the design, construction, installation, and use of relevant access systems and equipment. The WA Code of Practice provides guidance on managing the risks associated with how workers interact with and use these systems in the workplace.

For this reason, the applicable Australian Standards and the Code of Practice should be considered together to ensure a comprehensive approach to compliance, incorporating both the technical requirements of the equipment and the practical management of workplace risks.

Safety Requirements

Safety requirements for building access systems are assessed against the applicable current legislation, codes, standards, and regulatory requirements at the time of assessment. Not retrospect.

Insurance, Compliance and Risk Management

Roof Access WA maintains Professional Indemnity Insurance as an integral component of our professional risk-management framework. We recognise that roof access and fall-protection systems are safety-critical installations, where the quality, suitability and integrity of the products and installation can directly affect the safety of personnel working at height.

Where the applicable Australian Standards, regulations or codes do not provide a specific prescriptive requirement for a particular installation, we assess the application against the requirements and principles applicable to comparable systems. This provides an appropriate technical benchmark and ensures that the level of safety and performance is not compromised by gaps or limitations in prescriptive requirements.

Compliance Audits

Roof Access WA undertakes compliance audits of existing roof access and fall-protection systems to assess their condition, configuration and suitability against applicable standards, regulations, manufacturer requirements and relevant industry practices.

Our audit process involves a systematic assessment of the installed system by suitably qualified and experienced personnel.

Following the initial site assessment, the findings are reviewed by management to ensure that the proposed outcome is technically appropriate, practical and consistent with the applicable requirements.

Qualified Installers and Technical Competency

Roof Access WA recognise that specialist roof access and height-safety installation require a combination of formal trade qualifications, manufacturer-specific training, practical experience and an understanding of the applicable Australian Standards and WHSC WA OH&S Code of practice - Managing the risk of falls at workplaces.

Kattsafe, through its Academy training program, provides comprehensive manufacturer-specific training covering the correct installation, configuration and application of its roof access and fall-protection products.

Our core installation personnel are qualified riggers and carpenters, providing a strong foundation in construction practices, structural considerations, working at heights and site safety.

Drafting and System Documentation

Roof Access WA provides drafting and system documentation services to support the planning, installation and ongoing management of roof access and height-safety systems.

For new construction projects, we utilise the project roof plans and relevant design documentation as the basis for developing the proposed roof access and fall-protection system layout.

For existing buildings, where suitable architectural or roof plans are not available, we use drone-captured aerial imagery to establish an accurate roof layout. The imagery is converted into a suitable PDF base plan and used to develop a marked-up system layout within AutoCAD.

The resulting drawings provide a clear graphical representation of the proposed or existing system, including the location and configuration of relevant roof access and height-safety components. These drawings can form part of the project documentation and provide a practical control document for installation, inspection, maintenance and future reference.

Roof Access WA offers a range of drafting and documentation options to suit the requirements of each project, including:

  • Kattsafe Modular drawing packages for complex connected stairs and platforms and alike requiring manufacturer-specific system documentation.
  • PDF mark-up drawings for straightforward layouts and existing system documentation.
  • AutoCAD drawings for more detailed projects require a formal CAD-based layout and controlled documentation.

The level of drafting provided is tailored to the complexity of the project and the client's documentation requirements, ensuring that the installed system is clearly identified and appropriately documented for future inspection, maintenance and management.

Our combination of manufacturer-specific Kattsafe expertise and in-house custom fabrication capability enables us to provide both standardised and project-specific roof access and height-safety solutions.

Product Warranty

All products supplied and installed by Roof Access WA are covered by the Kattsafe and Roof Access WA. Warranty periods generally range from 3 to 10 years, depending on the specific product.

Warranty conditions are subject to the requirements specified by the relevant manufacturer and product documentation. In particular, the ongoing validity of the warranty may be conditional upon the system being inspected and maintained in accordance with the applicable maintenance requirements.

Regular inspection and recertification not only support the continued validity of applicable warranties but also assists in ensuring that systems remain safe, functional and fit for their intended purpose throughout their service life.

Cost Management and Trading Terms

Roof Access WA operates on a positive cash-flow model, enabling us to procure and pay for project materials prior to installation. This approach provides greater control over material procurement, project scheduling and supply-chain requirements, while reducing exposure to material price fluctuations and supply delays.

Our ability to manage material procurement directly and maintain positive cash flow contributes to our ability to offer competitive and transparent project pricing while maintaining reliable delivery timeframes.

Our standard trading terms are 7 days from invoice, unless alternative payment terms are agreed prior to commencement of the works. Project-specific arrangements can be negotiated to accommodate the commercial requirements of individual clients and contracts.

This approach supports financial stability, efficient procurement and continuity of project delivery, while allowing Roof Access WA to maintain a responsive and commercially competitive service.
